Job Overview

The Health & Safety Officer will be responsible for implementing, monitoring and continuously improving Shell's health, safety and environmental (HSE) management systems at the Lüderitz operations. The role involves conducting risk assessments, ensuring compliance with local and international regulations, and promoting a culture of safety across all levels of the organization. The successful candidate will work closely with operations, engineering, and maintenance teams to identify hazards, develop mitigation strategies, and lead incident investigations.

Key Responsibilities

• Develop, implement and maintain HSE policies, procedures and standards in line with Shell's global framework and Namibian legislation.
• Conduct regular site inspections, audits and risk assessments to identify potential hazards and ensure corrective actions are implemented promptly.
• Lead incident investigations, root‑cause analyses and reporting, ensuring lessons learned are communicated and integrated into future operations.
• Provide HSE training and awareness programs for all employees, contractors and visitors, fostering a proactive safety culture.
• Collaborate with engineering and operations teams to integrate safety considerations into project design, planning and execution.
• Monitor and analyse safety performance metrics, preparing detailed reports for senior management and regulatory bodies.
• Ensure proper management of hazardous substances, waste disposal and emergency response procedures.
• Serve as the primary liaison with local regulatory authorities, ensuring timely compliance and permitting.

Required Skills

• In‑depth knowledge of occupational health and safety regulations applicable to the oil & gas industry in Namibia and internationally.
• Strong analytical and problem‑solving abilities with a focus on proactive risk mitigation.
• Excellent communication and interpersonal skills to influence and engage a diverse workforce.
• Proficiency in HSE management software and incident reporting tools.
• Ability to lead training sessions and deliver clear safety briefings.
• Experience in emergency response planning and execution.
• High level of integrity, attention to detail and commitment to continuous improvement.

Education

A Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering or a related discipline is required. Professional certifications such as NEBOSH, IOSH Managing Safely or equivalent are highly desirable.

Experience

Minimum of five (5) years of hands‑on experience in health and safety roles within the oil & gas sector, preferably in offshore or coastal environments. Demonstrated experience in conducting risk assessments, incident investigations and leading HSE training programs is essential.

Salary

The position offers a competitive salary range of SSP 250,000 to SSP 350,000 per annum, commensurate with experience and qualifications. Additional performance‑based incentives and benefits are provided.
